A legacy system is usually not bad software. It is software that outlived its assumptions, and it holds years of business rules that exist nowhere else, including in anyone memory. That is exactly why a big-bang rewrite is the most dangerous option available.

Questions

Can you modernise without a rewrite?

Often, yes. Rehosting to Azure, upgrading the framework and replacing only the painful components addresses most of the cost and risk. A full rewrite is the most expensive option and rarely the right first move.

Nobody understands the old code. Is that a blocker?

No, it is normal, and AI-assisted analysis has made reading unfamiliar codebases dramatically cheaper. That is precisely why projects that were uneconomic a few years ago are worth doing now.
